are there any better ones out there?

I can help you with this. I own a hosting company - and we have what is called "reseller hosting" - we give you an entire control panel where you can add/remove accounts, set bandwidth limits, storage space, etc. For $19.95/month - you'd get 10 GB storage space, and 100 GB transfer. You can then take this, and split it up into "packages".
Your customers will also have access to their own control panel.
